The building completes. Nobody has been hired.
Mobilisation from handover to first move-in — programme, people, systems and compliance, run by people who have opened buildings before.
The problem
Development and operation are different disciplines, and the handover between them is where value is most often lost. The most common failure is starting mobilisation at practical completion, by which point the first leasing cycle has already been compromised.

Common questions
Asked often enough to answer here.
When should mobilisation start?
Nine to twelve months before practical completion for a new operating platform, and six months where an established operator is taking on an additional asset. The most common failure is starting at practical completion, by which point the first leasing cycle has already been compromised.

Most people arrive with a scheme that is not performing, an operator they cannot read, or a board paper due Friday. Any of those is a fine place to start. Thirty minutes, no proposal attached.
